14 CFR Part 5 — Four Components

The Four SMS Components

14 CFR Part 5 defines a Safety Management System through four integrated components. Each is interdependent — a weakness in any one undermines the others. Together they form a complete, living safety program that your entire organization participates in.

Component I

Safety Policy

Establishes senior management's commitment to safety, defines the scope of the SMS, assigns safety accountabilities and authorities, and sets organizational safety objectives. Without a clearly documented safety policy, the remaining components have no structural anchor.

Component II

Safety Risk Management

The systematic process of identifying hazards within your operation, analyzing and assessing the associated risks, and implementing controls to mitigate those risks to an acceptable level. SRM is the operational core of an SMS — it turns awareness of hazards into documented, defensible action.

Component III

Safety Assurance

The continuous monitoring and measurement of the SMS to ensure that risk controls remain effective over time. Includes safety performance monitoring, voluntary safety reporting, internal audits, and management review. Safety Assurance closes the loop — confirming that the SMS is working, not just documented.

Safety Promotion

Builds and sustains the safety culture that makes the first three components actually function. Encompasses initial and recurrent SMS training for all personnel, open safety communication, and leadership behaviors that reward reporting and support transparency. Safety Promotion is how SMS becomes part of how your team thinks — not just something in a manual.
